Running an anime convention takes a lot of time and money, and running more than 1 a year would be really hard to do. In order to hold one at UAA, we had to do a lot of work with the UAAAC. If you can get people together that want to hold a convention, all it takes to run a small one is dedication and fundraising. Be warned though, if you dont have enough of either, it is extremely hard to get one running.

IF there were to be anime and shows, that could easily be done indoors (if you want to do Kincaid), where there's the chalet and several rooms from which to pick, although renting the chalet has its own requirements. I guess you could have the booths indoors then too, and party hard outdoors. Barbeque and all sorts.
Though personally I think, since it'd be a festival, it should all be outside. So probably no anime. Just active fun
If peeps do this though, I demand a goldfish booth.

It could be kinda like how the saturday market does their vendors who need covering. And we could have local bands and stuff going. That would be so cool =) Senshi-con definently would have a hard time hosting the festival alone, but you could always make it a joint project between senshi-con and the local anime clubs or something, I know most of the high schools all have anime clubs, as well as the universities. Could make it a collaboration
